(Portland Press Herald)  -  The so-called “tampon tax,” the issue Cristina Garcia now finds herself championing, isn’t one she just stumbled upon; the California Democrat Assemblywoman said she has been thinking about this “gender injustice” for awhile.

“I think a lot of women have at some point, thought about it, you know?” Garcia said this week.

Last year, Garcia kicked around the idea of introducing legislation that would make feminine hygiene products exempt from sales taxes in America’s most populous state.

She didn’t pull the trigger just then. But at a meeting in October, she heard from women in her district, and they talked a lot about their daily struggles and “how it all adds up,” she said.

On average, according to Garcia’s office, women in California pay about $7 per month for 40 years for tampons and sanitary napkins. Statewide, it adds up to more than $20 million annually.

These products, her office said, “are a basic necessity” that should not be taxed; it’s especially “unjust” since the tax only impacts women who are already suffering on the wrong end of the gender wage gap.

And so this week, on the first day of California’s 2016 legislative session, Garcia announced Assembly Bill 1561, which proposed an end to the tampon tax.

“I just want people to realize this is not insignificant,” said Garcia, a Democrat. “Especially if you’re on a tight budget.

“And this is just the first step on a long discussion we need to be having,” she added.

Tampons (and similar products) are tax-exempt in only a handful of states, including Maryland and New Jersey.

“Basically we are being taxed for being women,” Garcia said in announcing the bill. “This is a step in the right direction to fix this gender injustice.”

Venice Beach officials want topless sunbathing

• I am sure that somewhere in the fine print of the Constitution is the right of a woman to go topless at the beach. 
• Meanwhile the prudish, Taliban inspired Democrat Mayor of Los Angeles is opposing the freedom of women.

(New York Post)  -  Leaders in the Los Angeles beach district of Venice have asked that women be allowed to sunbathe nude on the beach, saying they want equality and a more European feel at the popular tourist destination, local media reported on Wednesday.

The Venice Neighborhood Council voted 12-2 to approve the recommendation, saying it “supports women being afforded the same rights as men to sunbathe topless,” according to Los Angeles Times and local KTLA-TV news.

The council also noted that Venice Beach, known for its boardwalk of shops and offbeat character, was founded and designed after Venice, Italy, and cultivated a more European sensibility.

The recommendation will be sent to the Los Angeles City Council and Mayor Eric Garcetti for consideration. A spokesman for Garcetti appeared to pour cold water on the idea.

“I think it’s safe to say that most of our constituents would rather we keep our eyes on more pressing problems facing our city,” said Yusef Robb, the mayor’s director of communications.

Topless sunbathing is legal on a number of California beaches but barred in Los Angeles County, where a local ordinance prohibits the display of genitals or “any portion of the (female) breast at or below the upper edge of the areola.”

California Cops Steal Naked Photos of Women

(Contra Costa Times)  -  The California Highway Patrol officer accused of stealing nude photos from a DUI suspect's phone told investigators that he and his fellow officers have been trading such images for years, in a practice that stretches from its Los Angeles office to his own Dublin station, according to court documents obtained by this newspaper Friday.

CHP Officer Sean Harrington, 35, of Martinez, also confessed to stealing explicit photos from the cellphone of a second Contra Costa County DUI suspect in August and forwarding those images to at least two CHP colleagues. The five-year CHP veteran called it a "game" among officers, according to an Oct. 14 search warrant affidavit.

Harrington told investigators he had done the same thing to female arrestees a "half dozen times in the last several years," according to the court records, which included leering text messages between Harrington and his Dublin CHP colleague, Officer Robert Hazelwood.

Contra Costa County prosecutors are investigating and say the conduct of the officers -- none of whom has been charged so far -- could compromise any criminal cases in which they are witnesses. CHP Commissioner Joe Farrow said in a statement that his agency too has "active and open investigations" and cited a similar case several years ago in Los Angeles involving a pair of officers.

"The allegations anger and disgust me," Farrow said. "We expect the highest levels of integrity and moral strength from everyone in the California Highway Patrol, and there is no place in our organization for such behavior."

Rick Madsen, the Danville attorney for the 23-year-old San Ramon woman who was the first to report Harrington, said the implications of the case are "far-reaching and very damaging."

"The callousness and depravity with which these officers communicated about my client is dehumanizing, horribly offensive and degrading to all women," he said. "It's going to lead to another level of mistrust and skepticism to the motive of law enforcement in general."

The San Ramon woman's DUI case has already been dismissed because of the investigation into Harrington's conduct, and the CHP confirmed that one of its officers, a 5-year veteran, has been placed on "administrative duties" and is not on patrol, although they did not mention Harrington by name. Deputy district attorney Barry Grove said he expects a decision about charges against officers in the CHP probe to be made next week.

In the search warrant affidavit, senior Contra Costa district attorney inspector Darryl Holcombe wrote that he found probable cause to show both CHP officers Harrington and Hazelwood and others engaged in a "scheme to unlawfully access the cell phone of female arrestees by intentionally gaining access to their cell phone and without their knowledge, stealing and retaining nude or partially clothed photographs of them." That behavior constitutes felony computer theft, the affidavit said.

As this newspaper first reported earlier this week, the investigation began with a single incident: Harrington's conduct during the Aug. 29 arrest of the San Ramon woman. The woman discovered that photos had been stolen from her phone five days after her release, when she noticed on her iPad that the photos had been sent to an unknown number. A record of the messages had been deleted from her iPhone, but the phone had been synced to the iPad.

• If the GOP can't win solid middle to upper class districts like this one then the party might as well dissolve itself and let a new party form to oppose Leftist Democrats.

Democrats currently hold every legislative seat in the California’s San Francisco Bay Area. But a voter revolt against public unions could give Republicans an outpost in the East Bay.

A recent poll in the 16th Assembly district commissioned by the California Chamber of Commerce’s JobsPAC shows Republican Catharine Baker, an attorney from Pleasanton, running even with the Democratic mayor of Dublin, Tim Sbranti. Democrats enjoy an eight-point voter registration advantage in the predominantly white, affluent suburban district.

Baker has benefitted from a knock-out primary fight between Sbranti and Gov. Jerry Brown’s former adviser Steve Glazer. While the two Democrats spent millions beating each other up, Baker cruised to first place in the top-two primary with 36.7% of the vote. Keep in mind that legislative campaigns rarely cost more than a few hundred thousand dollars reports the Wall Street Journal.

A self-styled pro-business Democrat, Glazer flogged his opponent’s union friends. (Sbranti used to head the California Teachers Association’s Political Involvement Committee.) Labor groups hit back by portraying Glazer as a corporate lobbyist. Their primary beef was that a couple years ago he worked as a hired gun for the state’s Chamber of Commerce, which had sought to topple two pro-labor Democratic incumbents.

Sbranti edged out Glazer for second place with 29% of the vote. Yet the Chamber poll shows that about a quarter of Democrats still aren’t sold on him, and independents favor Baker by two points. His coziness with the public unions may be to blame.

The liberal editorial page of the San Francisco Chronicle endorsed Baker for her “centrist sensibilities” and support for the Vergara court ruling in June striking down the state’s teacher tenure and seniority laws. By contrast, the Chronicle wrote, Sbranti is “a traditional Democrat—especially when it comes to toeing the party line in resistance to education reforms that intrude on the unions’ comfort zone.”

The Chronicle also criticized Sbranti’s refusal to endorse a ban on strikes by the Bay Area mass transit workers. A strike last year by the Bay Area Rapid Transit (BART) workers, who earn on average $76,500 per year, effectively shut down the Bay Area. By using the Vergara case and BART strike as wedge issues, Ms. Baker could run away with the race.

Republicans need to pick up one seat in the Senate or two in the Assembly to deny Democrats a supermajority. The GOP’s top targets are in Southern California and the Central Valley, which traditionally provide the most fertile ground for conservative candidates. But Republicans may be able to expand the playing field by capitalizing on voters’ animus toward out-of-control government unions.

The California state senate unanimously approved a bill on Thursday that defines when “yes” means “yes” to sex.

Instead of “no means no” – the phrase commonly associated with sexual assault prevention – the law would require “affirmative, conscious, and voluntary agreement” by each party to engage in sexual activity.

If Gov. Jerry Brown (D) signs the bill into law – he has until the end of September – colleges and universities would have to adopt the so-called affirmative consent standard to continue receiving state funds for student financial aid reports the Washington Post.

The move comes as universities across the country are under pressure to improve how they handle sexual assault allegations. Several California colleges are on the Department of Education’s list of 55 institutions under investigation for allegedly mishandling sexual assault complaints.

The language of the bill is based on the recommendations of a White House student sexual assault task force.

Under the proposed standard, the fact that a person didn’t say “no” is no defense in a campus sexual assault investigation.

In addition to consenting up front, the bill requires affirmative consent to be “ongoing throughout the sexual activity,” meaning that sexual partners must agree to each step of a sexual encounter as it progresses and consent can be revoked at any time. The standard would apply to all sexual encounters regardless of whether the parties are having a one-night stand or are in a long-term relationship.

One thing the bill doesn’t say is that affirmative consent must be verbal. The bill’s original language warned “relying solely on nonverbal communication can lead to misunderstanding,” but that language was removed as was the requirement that consent be “unambiguous.”

 

Nonetheless, as Slate’s Amanda Hess pointed out, this fact was lost on commentators, some who lamented the standard would redefine most sex as rape and would require students to agree to a verbal or written contract before sex.

Students, too, were somewhat confused. “I feel like their hearts are in the right place, but the implementation is a little too excessive,” Henry Mu, a 24-year-old biology major at California State Long Beach told the Press-Telegram. “Are there guidelines? Are we supposed to check every five minutes?”

Sex Slavery: $32 billion industry skyrockets in San Diego

Now a $32 billion dollar industry and one of the fastest growing crimes, human trafficking continues to expand in San Diego County.    
    

According to the District Attorney’s office, human trafficking cases have increased a whopping 600% in just the last five years. 

 

"It's the most dehumanizing thing we've ever dealt with," said Donald Stump, Executive Director at North County Lifeline. “Some of the women are tattooed here (pointing to the inside of his lower bottom lip) and with their pimp's names and have bar codes here,” said Stump as he pointed to his arm with sadness reports San Diego 6.

 

Stump helps oversee North County Lifeline, an organization utilizing outreach, prevention, and rehab to help put an end to the vicious cycle. It's a cycle Autumn Burris knows all too well.

 

 

"I had experienced a lot of violence and near death experiences that I had to get away from," Burris said.

 

Burris said she was a victim of sexual exploitation for years and now works closely with local lawmakers, like Senator Marty Block of District 39. Both are now working to pass tougher laws; Block testified Monday in Sacramento.

 

"We're finding that gangs choose sex trafficking to be their enterprise of choice when it comes to making money," said Sen. Block.

 

Stump agrees the gang presence in San Diego, in addition to its close proximity to the border, are both underlying factors in the growth of human trafficking.

 

Gangs are starting to move into domestic sex trafficking," said Stump.

 

Crystal Anthony, Case Manager at North County Lifeline, works one on one with victims.

 

"So many times I’m meeting the girls on a stinger bus stop operation," Anthony explained.

 

Anthony said while all the victims she meets come from different backgrounds, they all share some alarming traits.

 

"When somebody comes to them and says ‘I can offer you the world,’ it seems like a lot for someone who never heard I love you from a parent," said Anthony.
