Democrats to jack up business taxes



The Marxists Want More Taxes

  • To Democrat Socialists there will never ever be enough money to satisfy the "needs" of different voter blocks.  The question of the day is do Republicans have any back bone at all to stand up against the endless calls to re-distribute the wealth?


(Reading Record Searchlight)  -  California businesses would pay billions more in property taxes under a longshot bid by two Democratic lawmakers to unravel some of the voter-approved tax limits in Proposition 13.
A coalition of unions and liberal groups joined state senators Wednesday to support a constitutional amendment that would roll back property tax limits on some companies and real estate owners.
Voters approved Proposition 13 in 1978 to curb the rise of property taxes on homes and other real estate. The proposed amendment, SCA5, would require commercial and industrial properties to be taxed at regularly assessed values, not just values assessed when buildings and land change ownership. Some businesses are able to avoid property tax increases through corporate restructuring.
"We have large corporations and property investors that have used loopholes in the law to avoid paying their fair share," Sen. Holly Mitchell, D-Los Angeles, said at a news conference with her co-author, Sen. Lori Hancock, D-Berkeley.
The senators estimated their measure would raise billions of dollars annually for education and other public services. Business groups counter that the proposed overhaul would add to an already high tax burden and hinder economic growth.
"California, even with Prop 13, is a high property tax state," said Jon Coupal, president of the Howard Jarvis Taxpayers Association, which is named for the champion of Proposition 13. "There's no compelling reason given the tax revenues that are now flowing into the state."
Any effort to change the landmark property tax reform faces tough odds. It has long been considered untouchable in California politics and has never been changed.
SCA5 requires support from two-thirds of the Assembly and the Senate, including Republicans and moderate Democrats who are averse to changing property tax rules. It would then go before voters.

Telling the Marxists to shove it
Howard Jarvis and Paul Gann were the most vocal and visible advocates of Proposition 13. Officially named the "People's Initiative to Limit Property Taxation," and known popularly as the "Jarvis-Gann Amendment," Proposition 13 was listed on the ballot through the California ballot initiative process.
By Proposition 13, the annual real estate tax on a parcel of property is limited to 1% of its assessed value. This "assessed value," may be increased only by a maximum of 2% per year, until and unless the property has a change of ownership.

Major Threats to Proposition 13 and Homeowners


Nothing has changed since 1978.
The Marxist Democrats answer to everything is to steal more and more money from the producers of society and then re-distribute that money to those with "needs" and votes to sell.

Leftist Bills that threaten homeowners and small businesses are starting to move the the legislature
  • The Socialists are coming to steal everything not nailed down in order to fund the vote buying welfare state.


The new Socialist Democrat California Legislature is dominated by pro-tax politicians, and bills, that undermine the taxpayer protections in Proposition 13, have been introduced and are starting to be heard in committee. If approved, these bills could cost every property owner thousands of dollars.

There are seven bills pertaining to Proposition 13 that are up in the Senate Governance and Finance Committee next Wednesday morning, May 15th, at 9:30 in Room 112. Six of these bills directly undercut various provisions of Proposition 13 (SCA 3, 4, 7, 8, 9 and 11). Another bill, Senate Constitutional Resolution 25 (State Senator Mark Wyland, R—Escondido) is also up in the committee that day and honors Proposition 13 on its upcoming 35th anniversary.


An additional two bills, Assembly Constitutional Amendments 3 and 8, also diminish Proposition 13's protections. These have not been set for a hearing yet.

THE FOLLOWING BILLS PUT A BULL'S-EYE ON PROPOSITION 13 AND TAXPAYERS:

Senate Constitutional Amendment 3 (SCA 3), Mark Leno (D—San Francisco): Lowers the threshold for school district per-parcel property taxes from two-thirds to 55%. This is a direct assault on Proposition 13 because it makes it easier to increase property taxes above Proposition 13's one percent cap.

Senate Constitutional Amendment 4 (SCA 4), Carol Liu (D—La Canada) and Senate Constitutional Amendment 8 (SCA 8), Ellen Corbett (D—San Leandro): Lowers the threshold for the imposition, extension or increase of local transportation special taxes from the Proposition 13-mandated two-thirds vote to 55%. Most transportation special tax increases consist of very regressive sales tax hikes. These add to the burden of California taxpayers who already pay the highest state sales tax in the nation.

Senate Constitutional Amendment 7 (SCA 7), Lois Wolk (D—Davis): Lowers the threshold from two-thirds to 55% in order to approve a bond to fund public library facilities. Lowering the threshold for school facilities to 55% has already resulted in billions of dollars of additional property tax payments that otherwise would not have been approved by voters.

Senate Constitutional Amendment 9 (SCA 9), Ellen Corbett (D—San Leandro): Lowers the threshold from two-thirds to 55% to increase special taxes to fund community and economic development projects.

Senate Constitutional Amendment 11 (SCA 11), Loni Hancock (D—Berkeley): Lowers the threshold to 55% to allow for voters representing ANY local government entity to approve a special tax for ANY purpose. This is far and away the broadest application, and thus the most egregious, of these constitutional amendments.

Assembly Constitutional Amendment 3 (ACA 3), Nora Campos (D—San Jose): Lowers the threshold to 55% for voters within cities, counties and special districts to approve EITHER a local bond measure or a special tax in order to fund emergency service facilities projects including police and fire services.

Assembly Constitutional Amendment 8 (ACA 8), Bob Blumenfield (D—Woodland Hills): Lowers the threshold to 55% for city and county voters to approve a local bond measure in order to fund emergency service facilities projects.

Tell your representatives that you oppose these bills that attack your Proposition 13 protections.

Do Republicans want to win elections?


Comrade Obama has handed the GOP an oil industry jobs and taxes issue on a
silver platter and the GOP is too fucking stupid to act.


Does California have an opposition party?  -  No

  • The dysfunctional Republican Party does not know what it believes in.
  • Voters are given a choice between Red Flag waving Socialism and a me-too, half-a-loaf Socialist party.


Judging by the actions of the California GOP we do not have an opposition party in the state.  Republicans are clueless about oil, jobs and taxes.  Comrade Obama and Dear Leader Jerry Brown have handed the GOP the issues of gas prices and new jobs in the oil industry and the GOP does nothing..

In 1978 Proposition 13 did something the California GOP never dreamed of.  A wave of brand new "Prop 13" babies were swept into the State Assembly.  Those new Republican legislators had Howard Jarvis and Paul Gann to thank, not the GOP.  Prop 13 was put on the ballot by an independent group.  Big Government Republican legislators had placed Prop 8 on the ballot to undercut the Jarvis tax revolt.

Fast forward to 2012, the GOP has done NOTHING to get hot button Propositions on the November ballot that might boost the campaigns of their candidates.  Instead countless millions have been wasted on getting propositions on ballots about redistricting.


Oil Industry Job and Taxes 


One lone Republican has a partial vision (just a partial one).  He wants to save strapped California motorists money by freezing the sales tax on gasoline whenever the pump price jumps above $4 a gallon.

The idea, said George Runner, a Republican member of the State Board of Equalization, is to put a few bucks back in consumers' pockets.

Non-Thinking Republicans  -  Runner threw this out in a near meaningless press release while the rest of his party sits around with their thumbs up their asses.

Because Republican leaders are brainless they do not take this to its logical conclusion.  Get that thought on the ballot in a Proposition that their candidates can campaign on.  Add to it a Proposition to allow oil drilling off the coast creating new jobs, wealth and tax income to the state treasury.

Instead Republicans cower under their desks in fear and apathy.

Gasoline prices in California averaged $4.33, according to AAA's Daily Fuel Gauge Report. Runner said his proposal, expected to be introduced soon in the Legislature, would save consumers $1.4 billion a year if retail gas prices hit $5 a gallon.

"This should be a reasonable issue for us to talk about without being partisan," Runner said. (What the Hell is wrong about being partisan?) "We should try to figure out how to help motorists and taxpayers who are getting walloped at the pump."

Sales tax revenue on gasoline for cities and counties rose 22.5% for the fiscal year that ended Sept. 30. And a change in the tax formula two years ago is ensuring that the state per-gallon gasoline excise tax revenue stays even with fuel-price inflation.

"We're not interested in undermining funding for local governments," said Robin Swanson, a spokeswoman for Assembly SpeakerJohn A. Perez (Socialist Democrat-Los Angeles).

California now has the second-highest level of gas taxes in the nation with an average of 67 cents a gallon, just below New York's 67.4 cents a gallon, according to the American Petroleum Institute.

For every gallon of gasoline they buy, California motorists pay a federal excise tax of 18.4 cents and a state excise tax that is 35.7 cents now but fluctuates annually. The local sales taxes average 3.1% on the cost of gas and on the excise taxes, essentially a tax on taxes. That amounts to more than $10 in taxes for a 15-gallon tank of gasoline.

Howard Jarvis 2011 Legislative Report Card

2011 ratings show that Marxists still rule the People's Republic of California.


The annual ratings from the Howard Jarvis Taxpayer's Association are in and the news is not good.

As usual the state legislature of the People's Republic of California is filled to overflowing with wild-eyed Marxists looking to re-distribute the wealth.

California Marxists have not a single original thought in their heads.  Every word that comes out of their mouths demands more spending and more taxes until the entire state is ground into Greek poverty.

The 2011 scores stem from 22 bills. This year the HLTA double-weighted two bills: ABX1 40 and Assembly Constitutional Amendment 6, as they represented a tax increase and a threat to Proposition 13 and the initiative process, respectively.

Also for the first time, the HJTA did not give a score to a legislator. Since March, State Assemblyman Jeff Gorell (R-Ventura) has been serving our country overseas in Afghanistan and was unable to vote on many legislative bills.
