(San Jose Mercury News)  -  Half of California's undocumented immigrants -- about 1.4 million -- have incomes low enough to qualify for full Medi-Cal benefits should California legislative proposals to offer coverage to the undocumented ever be enacted.
That is among the key findings of a Public Policy Institute of California report released Monday night which examines current policy options to provide health coverage to the state's undocumented immigrants.

Medicaid, called Medi-Cal in this state, is a government funded healthcare program for the poor and disabled. While it is unavailable to most undocumented immigrants, Gov. Jerry Brown in June signed a state budget that for the first time funds the plan for an estimated 170,000 children under age 19 living in California illegally. The cost of the plan, expected to begin next year, is $40 million, rising to $132 million annually over time.

But Medi-Cal for undocumented adults -- who were included in the original legislation proposed by Sen. Ricardo Lara, D-Bell Gardens -- was dropped after the state estimated the cost at more than $1 billion. Lara has said he plans to push ahead with a plan to provide comprehensive Medi-Cal benefits to those whose incomes are low enough to qualify.

The PPIC report looks at such a proposal, as well as one that would authorize the state to seek a federal waiver allowing those with higher incomes to pay full price for health plans through Covered California, the state's health insurance exchange established under the Obamacare.

(Los Angeles Times)  -  Frustrated by Washington's inaction on immigration issues, California lawmakers are considering a measure to allow work permits for farmworkers living in the country illegally.

A similar effort died three years ago, opposed by immigrant rights groups and the state's powerful labor unions.

The legislation, which is backed by California farmers, sailed through the Assembly in June and is pending in the state Senate, where its prospects are uncertain.

The bill, which sponsor Assemblyman Luis Alejo (D-Watsonville) is quick to differentiate from existing guest worker programs, would create a group to seek authority for the proposed program from the U.S. Department of Homeland Security and the U.S. Department of Justice.

Rather than grant temporary work visas to foreign laborers, as some other programs do, Alejo's proposed program would give permits to individuals already residing in the state without authorization and working in agriculture.

The laborers and immediate family members — spouses and children under 18 or enrolled at an accredited institution — could remain in California without threat of deportation. The workers would have be at least 18, have performed a minimum amount of agricultural labor in the state and pay a fee to help cover administrative costs.

(Los Angeles Times)  -  For decades, the Chicana Service Action Center received millions of dollars in taxpayer money to help some of the county's most disadvantaged residents: the homeless, the unemployed, victims of domestic violence, foster youth looking for work.

The nonprofit organization also played a pivotal role in launching the political career of former County Supervisor Gloria Molina, who described herself as one of the group's earliest supporters. In the last few years, its influence had gone far beyond its Eastside origins, extending its reach from downtown to the eastern edge of the San Gabriel Valley.
Now, prosecutors have charged three of the group's executives with embezzlement and conspiracy, accusing them of participating in a "billing scam" that defrauded the county of more than $8.5 million, according to the district attorney's office.

Dist. Atty. Jackie Lacey's office alleges that Sophia Esparza, the Chicana center's chief executive officer, used public funds to pay for expensive cars, homes, meals and even a political campaign fundraiser. Roughly $1.8 million went toward Esparza's "lavish" lifestyle, prosecutors say, including season tickets to the Dodgers and Clippers and rent on a home in affluent San Marino.

The district attorney's complaint says Esparza improperly used $35,000 in taxpayer funds to charter a yacht in Seattle; $81,873 to purchase a 2010 Jaguar in Pasadena; and $145,653 to cover five years' of rent at the Visconti, an apartment complex in downtown Los Angeles. None of those purchases were authorized by the group's board of directors, the complaint states.

Prosecutors also allege the three defendants created "fraudulent records and/or client files" to support the monthly invoices that were sent to the county's Department of Public Social Services.

The nonprofit received more than $16 million in county funds between 2007 and 2014, operating job training, domestic violence counseling and other programs in locations such as Pomona, San Gabriel and East L.A., according to county officials.

California pushes to expand illegal alien health care

SACRAMENTO, Calif. (Associated Press —  President Barack Obama's executive order to spare some immigrants from deportation has galvanized Democrats, immigration groups and health care advocates in California to push for expanding health coverage to a segment of the population that remains uninsured.
The president's action excludes immigrants who came to the country illegally from qualifying for federal health benefits. But California has its own policy of providing health coverage with state money to low-income immigrants with so-called "deferred action" that allow them to avoid deportation. Immigrant and health care advocates say that means Obama's executive order will enable hundreds of thousands of low-income immigrants in California to apply for Medi-Cal, California's version of Medicaid.
Anthony Wright, executive director of Health Access California, said allowing this expanded group of immigrants to participate in the Medicaid program will enable people to get primary and preventive care, "rather than just at the emergency room."
The California Department of Health Care Services, however, has yet to receive formal guidance. A state official said it's too early to tell how the immigration program will impact the overall Medi-Cal program, which is consuming an increasing share of state funds.
Medi-Cal is a health program for the poor paid for by the federal government and the state. It has grown by about 3 million people in California under federal health care reform and now covers more than 11 million Californians, about 30 percent of the state's population. The federal government is paying for the expansion, but the state will eventually pay 10 percent of additional costs to cover low-income adults, many of whom are childless.
The state is expected to spend more than $17 billion of its own money on the program this year, up 3.5 percent a year ago, according to the Legislative Analyst's Office.
"We are assessing what some of the potential impacts could be, but it would be premature for us to comment until we have more specific information available," said Norman Williams, a spokesman for the Department of Health Care Services.
The president's action has also emboldened a Democratic lawmaker to revive a bill that would provide health coverage to all Californians, regardless of their immigration status.
Sen. Ricardo Lara, D-Bell Gardens, plans to reintroduce his Health4All bill on Monday to open Medi-Cal to immigrants, as well as extending subsidized health benefits in a new insurance marketplace for those without legal status. The proposal, which previously carried a cost as high as $1.3 billion a year, stalled in a legislative committee last cycle and Republicans had criticized the cost of the expansion.
"The president's action covers almost half of California's undocumented population, but that still leaves over a million people with no access to health care. We can do better. The bill will cover those remaining uninsured that will not benefit from Obama's action," Lara said.
According to the Center for American Progress, a progressive think tank in Washington, D.C., the president's action lifts the threat of deportation to as many as 1.2 million immigrants living illegally in California. There are an estimated 2.6 million people living illegally in the state.
The issue of benefits for immigrants who are illegally in the United States is a sensitive one.
Joe Guzzardi a spokesman for Californians for Population Stabilization, a Santa Barbara, California-based group that advocates for lower population, said the state is already more generous toward immigrants than most states and adding health coverage may attract more people to cross into California illegally.
"There are millions of Californians who don't have health care insurance or have to pay for their health care insurance out of their own pockets. So it seems unfair to have legislation that provides for people who came to the United States unlawfully to be rewarded with a health care plan," Guzzardi said.

Dems want FREE diapers for welfare recipients

  • Leftist Loon Democrats just can't help themselves.  Now they want the People's Republic of California to be the first state to give free diapers to people on welfare.


Along with alcohol, cigarettes and pet food, low-income parents are banned from using food stamps to buy diapers, leaving many families struggling to pay the estimated $100 a month it costs for the basic necessity.

Democrat California Assemblywoman and single mother Lorena Gonzalez wants to change that thanks to some inspiration from rapper Eminem.

“Cause man, these food stamps don’t buy diapers,” he raps in a song.

There’s truth in that statement, inspiring the Democrat from San Diego to create a bill that would give qualifying families in the CalWork’s welfare program $80 a month to spend on diapers for children under age 2.

No U.S. welfare program currently covers the cost of diapers.

“We know the number one barrier to moms going back to the workforce is childcare,” Gonzalez said. “If you don’t have an adequate supply of diapers and can’t take your child to child care there’s no way you can get a job.”

Principal consultant Jolie Onodera told the Sacramento Bee the bill would impact more than 120,000 children in the state if it were to pass.

But Republicans are knocking the bill down, stressing the $100 million annual cost to taxpayers for a short-term solution.

“Instead of expanding our welfare system and keeping millions dependent upon government, we should implement business-friendly policies enabling those out of work to obtain a job and provide for their families,” Republican Assemblywoman Shannon Grove from Bakersfield said in an email statement to the Bee.

“They shouldn’t keep having babies if they can’t afford diapers,” said Tara Riley, who supports the bill — just not the decision to have more children if you can’t afford it.

Immigrants who are in the People's Republic of California illegally should have access to health insurance through a state version of the Affordable Care Act, the Democrat head of the Legislature's Latino caucus said Friday.

Leftist loon State Senator Ricardo Lara (Socialist Democrat - Bell Gardens) said immigration status should be irrelevant if the goal of the federal law is to provide coverage to the uninsured, so he will introduce legislation to involve the state in providing coverage to those in the country illegally.

"Immigration status shouldn't bar individuals from health coverage, especially since their taxes contribute to the growth of our economy," Lara said in the Los Angeles Times.


The federal law bars those in the country illegally from obtaining coverage through Covered California, the state health insurance exchange.

An estimated 2.6 million immigrants are in California illegally, but many of them are insured through employer plans, so approximately 1 million might be left uninsured if no action is taken, said Ron Coleman, a manager at the California Immigrant Policy Center.

He and other activists are working with Lara on details of a coverage plan.

Alternatives they are examining include a further expansion of Medi-Cal, California's health program for the poor, or the creation of a separate program within or outside of Covered California that might provide subsidies from the state but not the federal government.

"By the end of this year, Covered California will be entirely self-sustaining anyway," said Anthony Wright, executive director of Health Access, an advocacy group working with Lara to fashion a bill.
 "It will not be federally funded, it will not be state funded. It's funded by a small fee on each policy sold."

Using Covered California could present legal problems, according to Timothy Jost, health law professor at Washington and Lee University's School of Law.

"If California wanted to set up its own completely independent healthcare program for undocumented aliens, it could certainly do that," Jost said. "But in terms of using Covered California, the exchange that is recognized under federal law as the Affordable Care Act exchange for California, I just don't see how they can do that."

Lara is also looking at another alternative, one already being used in 10 California counties, including Los Angeles, Riverside and San Francisco. They provide healthcare services for noncitizens.

In Los Angeles, the program Healthy Way LA Unmatched — named because it does not receive federal matching funds — pays for care for people who aren't covered by Medi-Cal, including those who don't qualify because of immigration status.

Another option would be to expand Medi-Cal to cover people in the country illegally, Wright said.


California has for decades covered legal immigrants not eligible for the federal Medicaid program, such as those who have been in the country less than five years. California pays all of their Medi-Cal costs instead of splitting the cost with the federal government as it does for most Medi-Cal patients.

"The same logic could apply to other populations" such as noncitizens, Wright said. "There is precedent for California to be a leader. There is precedent for California to piggyback on federal programs but take an extra step to expand to additional folks."

Lara, whose immigrant parents were once in the country illegally, said his proposal is a natural follow-up to last year's legislation allowing such immigrants wide access to driver's licenses and permitting them to practice law in California.

But Lara's idea drew swift criticism from some Republican lawmakers, including Assemblyman Tim Donnelly of Twin Peaks, a candidate for governor.

"California cannot afford to create another incentive to attract people to come to our state illegally in pursuit of taxpayer-subsidized benefits," Donnelly said. "It's shameful that … Lara would trade on the plight of those who are ineligible."

L.A. County leads California in poverty

  • A new analysis of hardship that adds factors such as housing costs and government benefits found that 27% of L.A. County residents lived in poverty in 2011, compared with the official rate of 18%.
  • Yes poverty is up, but the "study" conveniently forgot to factor in the deliberate importation of countless millions of dirt poor illegal immigrants.


People's Republic of California  -  Los Angeles has the highest poverty rate among California counties, according to a new analysis announced Monday that upends traditional views of rural and urban hardship by adding factors such as the soaring price of city housing.

The measurement, developed by researchers with the Public Policy Institute of California and the Stanford Center on Poverty and Inequality, found that 2.6 million, or 27%, of Los Angeles County residents lived in poverty in 2011. The official poverty rate for the county, based on the U.S. Census' 2011 American Community Survey, is 18% reports the Los Angeles Times.

The new analysis set California's poverty rate at 22%, the highest in the nation, compared with the official rate of 16%. Counties such as Placer and Sacramento, with more moderate housing costs, have lower poverty rates than those of metropolitan areas, researchers said.


"We always see maps of official poverty and think of the Central Valley as the most impoverished," said economist Sarah Bohn, a research fellow at the public policy institute and one of the study's authors. "This really turns that on its head."

The new model aims to present a fuller picture of poverty by taking into account living expenses and government benefits ignored in the official formula.

Social scientists have argued for decades that the federal definition of poverty, which dates to the early 1960s, falls short on two counts: ignoring the benefits of government aid, including food stamps, Social Security, subsidized housing and tax credits, and failing to account for regional cost differences in transportation, healthcare and housing.

The report released Monday found that although many Californians find it difficult to make ends meet, things would be much worse without state, federal and local safety net programs, including food stamps, CalWORKs and the earned income tax credit. Out-of-pocket medical costs, however, increase the hardship, particularly for Californians over 65, the report said.

The U.S. Census Bureau for the last two years has released its own alternative poverty rate that attempts to recalibrate the poverty threshold. The rate is for research purposes only, but if adopted nationally, it could lead to a dramatic redistribution of federal funding in state and local jurisdictions.

LOS ANGELES   —  The insane Marxist re-distribution of the California wealth goes on and on.  The Socialists take money from those who earn it and pay illegal aliens for breaking the law and then giving birth in the state.

A projected $650 million in welfare benefits will be distributed to illegal alien parents in 2013, county officials said Monday.

Supervisor Michael D. Antonovich announced the latest figures from the Department of Public Social Services, which showed more than $376 million in CalWORKs benefits and food stamps combined have been distributed through July to illegal alien parents for their native-born children.


Approximately $54 million in welfare payments are issued each month, consisting of nearly $20 million in CalWORKs and $34 million in food stamp issuances, according to the data.

An estimated 100,000 children of 60,000 illegal alien parents receive aid in Los Angeles County, according to Antonovich, who said this year’s projections — up about $1 million from the nearly $53 million in total benefits issued in July 2012 — underscore the economic impact of the nation’s immigration debate.

“When you add the $550 million for public safety and nearly $500 million for healthcare, the total cost for illegal immigrants to county taxpayers exceeds $1.6 billion a year,” Antonovich said in a statement. “These costs do not even include the hundreds of millions of dollars spent annually for education.”

The American work ethic is nearly dead.  There is a massive shortage of farm workers in California and other states.  But those jobs go unfilled while Americans are paid not to work for a living.

Tighter U.S. immigration enforcement, as well as brutal cartel-driven violence along the Mexican border, have deterred many potential workers from attempting to cross.

Amid a rebounding economy in Mexico, Mexican farms are facing their own labor shortage and have plenty of work to offer at home.

The upshot, according to the California Farm Bureau Federation, is that more than 70 percent of state agricultural producers anticipate a worker shortage starting this spring and worsening though the growing season.

Some officials estimate the labor force could fall by more than 80,000 farmworkers – down from the 450,000 workers whom farmers have come to rely on for the peak harvest of late summer reports the Miami Herald.

"Basically, we're running out of low-skilled workers. People simply are not doing farm work to the extent they were doing before," said J. Edward Taylor, a University of California, Davis, economist who has studied the migration of farmworkers from Mexico.

Farm lobbyists and elected officials are discussing remedies that include granting legal status to more than 1 million undocumented farmworkers in the United States and establishing an expanded guest worker visa program for agriculture to ensure a steady supply of laborers.

Amid intensifying debate over U.S. immigration policy, agricultural interests, a bipartisan congressional panel is calling for changes in farm labor policies that range from detailed proposals to more generalized statements.

Agricultural Workforce Coalition, includes the Agricultural Council of California, the California Grape and Tree Fruit League and the Western Growers Association propose:

  • Create two guest worker programs: one for seasonal laborers who could work up to 11 months before returning to home countries for 30 days; another for laborers working one-year renewable contracts with provisions to return home for 30 days over a three-year period.
  • Grant legal work status for experienced undocumented farmworkers living in the United States in exchange for their agreeing to a multiyear obligation to work in agriculture.
 
 
Up to the middle of the 20th Century Americans of all racial backgrounds somehow managed to plant and harvest their own crops without importing labor.

The gunshots ripped through a house party here, an hour before midnight on New Year's Eve, wounding three and killing one. It was a brutal, if fitting, cap to a year that left this city bloody and broke.

Five months after San Bernardino filed for bankruptcy - the third California city to seek Chapter 9 protections in 2012 - residents are confronting a transformed and more perilous city.


The San Francisco Chronicle reports that after violent crime had dropped steadily for years, the homicide rate shot up more than 50 percent in 2012 as a shrinking police force struggled to keep order in a city long troubled by street gangs that have migrated from Los Angeles, 60 miles to the west.

"Lock your doors and load your guns," the city attorney, James Penman, said he routinely told worried residents asking how they can protect themselves.

This is one of the prices that cities often pay for falling into bankruptcy: the police force is cut, crime skyrockets and residents are left trying to ensure their own safety.

A little over a year ago, this city's falling crime rate was a success story. An aggressive gang-intervention effort helped cut the homicide rate by nearly half since the 2005 peak, and in 2011 the program was held up by the National League of Cities as a model for other cities to follow.

But nearly all that progress was erased last year as San Bernardino collapsed under the weight of the same forces that have hit cities all over California and threaten to plunge still more of them into insolvency: high foreclosure rates that eroded the city's tax revenue, stubborn unemployment, and pension obligations that the city could no longer afford.


Stockton, which filed for bankruptcy in June, has followed a similarly grim path into insolvency, logging more homicides last year than ever before. In Vallejo, which filed for bankruptcy in 2008, cuts left the police force a third smaller, and the city became a hub for prostitution.

In San Bernardino, a city of about 213,000 people, dozens of officers have been laid off since the bankruptcy filing, leaving the police force with 264 officers, down from 350 in 2009. Those who remain call in sick more often, said Police Chief Robert Handy. Emergency response times are up. Nonemergency calls often get no response.

At the same time, as part of a plan to reduce the state prison population, nearly 4,000 criminals who would once have been sent to state prison have been put in the custody of San Bernardino County law enforcement authorities. Some have been released, putting more low-level criminals back on the streets of San Bernardino, Hardy said, and adding to the challenges already faced by the police.

"All of our crime is up, and the city has a very high crime rate per capita anyway," Handy said. "I can't police the city with much less than this. We're dangerously close as it is."

Violence increasing

As lawyers wrangle in court over San Bernardino's plan to cut $26 million from its budget and defer some of its pension payments, city officials say there is little more they can do to turn back the rising tide of violence.

Mayor Patrick Morris said he was even looking into eliminating the Police Department entirely, and relying on the county Sheriff's Department for law enforcement, which could save money. Many other city services, he said, have already been cut "almost into nonexistence."

"The parks department is shredded, the libraries similarly," Morris said. "My office is down to nobody. I've got literally no one left." (Morris' son now serves as a volunteer chief of staff for the mayor's office.)

With the city unable to provide, residents have begun to take more responsibility. Volunteers help with park maintenance, work at the city animal shelter and, in some cases, even replace broken streetlights.

Neighborhood watch groups have also grown in number in the last year, as they did in Vallejo and Stockton after those cities filed for bankruptcy. There are now more than 100 groups and counting, up from 76 last year. Handy said the groups would play a "huge part" in fighting crime, especially given the cut to the police.




In less affluent parts of the city, though, community groups have had less influence. On the West Side, traditionally a gang-controlled area, one resident, Elisa Cortez, said that almost all the neighbors on her block had recently moved in, and that she did not know them.

On a recent Saturday, Cortez repeatedly called the city about a stray dog that lay dead on the sidewalk just outside her house. No one came. "We can't get a hold of anybody to get rid of it," she said.

Salary doubts

The city is still doing regular trash collection - at least for now - if not dead animal removal. But after 15 years driving a garbage truck in the city, Carlos Teran does not know if the city will have enough money to pay him next month. His payroll is now month-to-month, he said.

Teran owes more than $200,000 on a house in Bloods gang territory that is now worth closer to $50,000, he said.

Up the street, a tree-lined avenue with views of the nearby foothills, four candles marked the spot where a gang member was killed in a drive-by shooting. Across the street, metal thieves have gutted one of the foreclosed homes that dot the neighborhood, ripping air conditioners and electrical boxes off the walls long before the police responded.

"It's scary," said Teran's wife, Elizabeth. "You hear gunshots. You have to watch your surroundings."
Some of Teran's co-workers, even the ones who have not been laid off, have left San Bernardino. The Terans, who both grew up in the city, have considered doing the same, walking away from their underwater mortgage and moving their five children to a place where they can leave the house wearing their blue soccer shirts without fear.

But they have decided to stay. Teran is the block captain for a neighborhood watch group that also cleans up a park every month. Like other residents in the rougher parts of San Bernardino, he said he knew the area well enough to feel safe here.

"I know people say this is a shameful city, one of the worst places to live, one of the worst cities to raise your kids," Teran said. "But down deep in my heart, I love this city. And one day it will turn around."

Felons given "free" taxpayer funded housing

In the "olden days" convicts had to pay back society for their crimes with hard work such as building roads or firebreaks in the mountains.  Today they sit on the asses in prison doing nothing and then get "free" taxpayer subsidized housing when they are released.  A liberal's wet-dream come true.

The insanity of the People's Republic of California never ends.

The touchy-feely Democrat controlled Los Angeles Board of Supervisors voted to move supposedly "homeless" released convicted felons to the head of the line so they can get free taxpayer subsidized housing ahead of those who obey the law.

There was no word from the Commie scum Supervisors about what the victims of these criminals felt about having to pay taxes to fund free housing for felons.  But liberals and Socialists never give a flying fuck about the taxpayers.

The change would give ex-prisoners priority over thousands of non-offenders who are awaiting government housing assistance, officials  said.  The new plan waives a long-standing ban on homeless probationers and parolees obtaining housing subsidies reports the L.A. Times.

"With a waiting list in the thousands for Section 8 vouchers, it is irresponsible for convicted felons to leap ahead of law-abiding citizens who have patiently waited years for housing," said Republican Supervisor Michael Antonovich, the sole opponent to the housing agency's plan. "This deplorable policy sends the wrong message — commit a crime, receive Section 8 housing."

The housing authority has 22,000 vouchers under the Section 8 program.  Housing officials confirmed that if a parolee or probationer received one of the specially set-aside vouchers they could "jump the line" ahead of   those who obey the law in the general population who are waiting.

Lancaster officials are among those who have criticized the county's approval of the revised housing authority plan.

"I am absolutely appalled and disgusted that the Board of Supervisors would allow felons to cut the line for Section 8 housing benefits," Lancaster Republican Mayor R. Rex Parris said. "People who have played by the rules, led a clean life and have waited years to qualify for Section 8 housing now have to wait until criminals who are just out of prison take these valuable government-subsidized vouchers."

  • So-called "Conservative" GOP voters refused to recall Adams after he screwed them.


Former political whore Republican Assemblyman Anthony Adams announced that he will run for the newly created 8th Congressional District - to represent much of the High Desert, parts of San Bernardino, Highland, Yucaipa and Yucca Valley.

Adams once represented much of the Victor Valley as a GOP state assemblyman before turning into a traitor to taxpayers.  He has abandoned the GOP and will run for Congress under a No Party Preference banner.  Adams no longer has Republican Governor Schwarzenegger to protect and fund his campaigns.

Multiple Republicans, including GOP leadership, dropped their pants and bent over for the tax increasing  Great Schwarzenegger whore and the Socialist Democrats.  

To bottom line it, the GOP did not give a crap about increasing taxes.  The state GOP even donated money to fund TV ads to increase taxes.

The massive increase in the California cradle to grave welfare state is totally bi-partisan.  The so-called "small government" Republican Party has eagerly voted to spend other people's money as long as there are bucks to pay off the GOP supporters back home.

After the vote to increase taxes there were multiple recalls started against the GOP whores in the legislature who betrayed the people.  Every single recall effort failed.
