(Fox) - Los Angeles officially declared itself a “sanctuary city” Friday against the backdrop of the Trump administration’s tough policies aimed at illegal immigrants.
"We declare, for all those who have been under attack in this Trump era, that this city, in this day, in this time, will be a city of sanctuary," City Councilman Gilbert Cedillo said. "It will be a place where people will know that they will be judged by the content of their character and not by the color of their skin, and not by who they choose to love, and not by when they got here. They will be judged by their contributions to our city."
The City Council voted 12-2 to approve the non-binding resolution nearly a year and a half after it was first proposed. Other cities like have adopted their own sanctuary city policies.
Friday's resolution declares Los Angeles to be a “City of Sanctuary, protecting the human rights of all our residents.”
Some immigrants-rights advocates however, said the vote came too late.
“They missed the opportunity to do this when it really mattered — back when the immigrant community of Los Angeles needed to know where its city stood,” Hector Villagra, executive director of the ACLU of Southern California, told the Los Angeles Times.

Kamala Harris Bangs 60+ married man for a job
California politician Willie Brown downplayed his past relationship with Kamala Harris, now a Democratic senator for California, as she launched her presidential campaign.
The 84-year-old former Mayor of San Francisco also claimed a role in boosting Harris’ political career in a piece published in the San Francisco Chronicle over the weekend.
Brown engaged in an extramarital affair with Harris when she was a 30-year-old prosecutor and he was in his 60s and serving as speaker of the California Assembly.
In 2003, the San Francisco Weekly reported that Brown had appointed Harris to two highly paid patronage positions in California’s state government and also appointed her to the California Medical Assistance Commission, where she attended two meetings a month for a $150,000 salary, in inflation-adjusted terms.
After their relationship ended, Brown continued to boost Harris’ career by supporting her run for district attorney and later clearing the field for Harris to become a U.S. senator when he called on former Los Angeles Mayor Antonio Villaraigosa to stay out of the Senate race.

SAN FRANCISCO — Patrons of restaurants and coffee shops in Berkeley, California, who don't bring a reusable cup for their beverage will have to pay a 25-cent fee for a disposable cup as part of an ordinance approved by city officials to eliminate restaurant waste.
Berkeley's City Council voted unanimously Tuesday to approve the fee on single-use cups, which will take effect January 2020.
"The goal is to transition Berkeley from throwaway to reusable food ware, to incentivize people to bring their own cup," said Councilwoman Sophie Hahn, who proposed the ordinance with Mayor Jesse Arreguin.
Restaurants would keep all proceeds, and it would be up to them to decide what to do with the extra money, Hahn said. She said it could be invested on more environmentally friendly food ware.
The ordinance also requires restaurants to provide takeout containers that are compostable by mid-2020 and to provide only reusable plates and utensils for those eating in. It also says other disposable items, like lids and stirrers, can only be offered when requested.

California Governor Gavin Newsom proposed his first budget for the state on Friday, and it includes a tax on drinking water.
The budget, titled “California for All,” declares drinking water a “fundamental right,” and adds: “The Budget includes short-term measures to bring immediate relief to communities without safe drinking water and also proposes an ongoing sustainable funding source to address this problem into the future.”Safe and Affordable Drinking Water Fund—Establish a new special fund, with a dedicated funding source from new water, fertilizer, and dairy fees, to enable the State Water Resources Control Board to assist communities, particularly disadvantaged communities, in paying for the short-term and long-term costs of obtaining access to safe and affordable drinking water. This proposal is consistent with the policy framework of SB 623, introduced in the 2017-18 legislative session. The Budget also includes $4.9 million General Fund on a one-time basis for the State Water Resources Control Board and the Department of Food and Agriculture to take initial steps toward implementation of this new Safe and Affordable Drinking Water Program, including (1) implementation of fee collection systems, (2) adoption of an annual implementation plan, and (3) development of a map of high-risk aquifers used as drinking water sources.
The San Francisco Chronicle notes: “The details of the proposed tax are unknown, but a similar proposal was abandoned by then-Governor Jerry Brown last year after failing to garner enough support in the legislature.”
Critics have already slammed the plan, with former Republican gubernatorial candidate Travis Allen urging fellow Republicans to “take back” the state, and the Howard Jarvis Taxpayer Association and the Association of California Water Agencies saying the state should tap into its budget surplus to pay for the needed clear water supplies.

(CBSLA/AP) – California’s new governor is promising the most populous state will be a “sanctuary to all who seek it” in a direct affront to President Donald Trump’s immigration policies.
Democratic Gov. Gavin Newsom challenged the Trump administration repeatedly as he was sworn in to office Monday, particularly on immigration.
The former San Francisco mayor became the state’s 40th governor, succeeding the term-limited Jerry Brown.
“People’s lives, freedom, security, the water we drink, the air we breathe — they all hang in the balance,” Newsom, 51, told a crowd of hundreds packed into a tent outside the state Capitol.
He says children should not be “ripped away from their parents” at the border, and they also shouldn’t be left hungry while Trump pledges to spend billions of dollars on “a wall that should never be built.”

(LA Weekly) - An average of 22.8 percent — or 2 million — of California’s children lived below the poverty threshold in 2013-15; that figure is $30,000 a year for a family of four, according to a number released earlier this year. The number of children in poverty is down from 24.4 percent in 2011-13.
Last month, a state task force recommended that lawmakers increase by as much as $1.6 million spending on child care, food assistance and other social services for children living in impoverished circumstances.
Assemblywoman Autumn Burke (D-Marina del Rey) sponsored legislation last year to address the epidemic of child poverty, dubbing it a “call to action.”
Assembly Bill 1520, which faced a six-month uphill battle and had key provisions removed before it passed the Legislature, was signed into law by Gov. Jerry Brown on Oct. 2, 2015.
