Chevron Corporation announced Friday it would relocate its headquarters from its California home of more than 140 years to Texas before the end of the year.

The oil giant has often been at odds with California state regulators and politicians over fossil fuels and climate change. Last year, the state sued U.S. oil companies including Chevron, the nation's second-largest, claiming they deceived the public about the risks of fossil fuels.

Chevron CEO Mike Wirth says the company differs from California on energy policy and regulation.

"We believe California has a number of policies that raise costs, that hurt consumers, that discourage investment and ultimately we think that's not good for the economy in California and for consumers," Wirth told the Wall Street Journal.

Chevron has operated its headquarters from San Ramon, about 34 miles east of San Francisco in Contra Costa County, since 2002. It moved to the East Bay from its previous headquarters in San Francisco where it had been located since 1879 with the incorporation of the Pacific Coast Oil Company.

Chevron will now be headquartered in Houston, where it already has several thousand employees. In 2022, Chevron sold its sprawling San Ramon campus and began moving workers to its Houston offices, saying at the time it would keep its headquarters in California.

California famously became the first state to ban foie gras in 2004. Now, the Golden State is targeting another culinary tradition: the handmade tortilla. A new bill in Sacramento, if passed, would mandate adding folic acid to corn masa flour. Pushed under the auspices of public health, the costs of this well-intentioned idea—as always—will disproportionately fall on small businesses.

Assembly Bill 1830, introduced by Assemblymember Joaquin Arambula (D–Fresno), would require all masa manufacturers to fortify their products with folic acid. This will affect producers of tortillas, as well as producers of pupusas, tamales, and taco shells, to name just a few.

The rationale is based on research showing that the ingestion of folic acid by women of reproductive age can reduce neural tube birth defects, such as spina bifida and anencephaly.

The costs of government mandates always fall most heavily on small businesses and entrepreneurs. Los Angeles Times columnist Gustavo Arellano reports that small-batch tortilla makers—like La Princesita Tortilleria in East Los Angeles—are starting to panic. La Princesita uses the nixtamalization method (involving only corn masa, water, and lime), a culinary heritage that dates back millennia.

Arellano, who likens the taste of mass-produced corn tortillas found in most grocery stores to "the lickable part of an envelope," conducted a blind taste test of La Princesita's traditional tortillas alongside the same tortillas with folic acid. He immediately tasted the difference, with the folic acid version having a distinct but unidentifiable lingering taste, as well as a more rubbery texture while being chewed. La Princesita ran the same test with its employees, who concurred in the inferior taste—not to mention color—of the folic acid version.

"The danger is that tortilla makers who make it the traditional way lose their market advantage over others," Arellano wrote in an email exchange. "That would definitely have an impact on their bottom line, but even worse is the cultural impact. Imagine you practice a foodways that goes back thousands of years, then [are] told by the government you can't do it anymore? Cultural imperialism at its worst!"

According to the San Francisco Chronicle, 17 Walgreens Pharmacy locations have shuttered their doors in San Francisco during the past five years. At least ten of the stores in the city have closed since 2019. 

Like many other retailers, Walgreens is blaming Proposition 47, which lowered penalties for thefts under $950 and sparked dramatic increases in shoplifting across the metro area over the last several years. 

Prop. 47 is supported by criminal justice reformers and the liberal establishment, who have also managed to defund the local police. 

Combining the two has allowed professional shoplifters, homeless, and drug addicts to easily work the system and steal items under the monetary threshold from store to store with limited penalties. 

Walgreens San Francisco Supervisor Ahsha Safaí told the Chronicle that the situation is "out of control," adding:

"People are scared to go into these stores — seniors, people with disabilities, children. It's just happening brazenly."

The cost of business and shoplifting is staggering for Walgreens. Despite closing 17 stores, the company still has 53 open in the metro area but could close more by the end of the year. 

Thefts at Walgreens' in the city are four times the average for other stores across the country. The pharmacy chain spends 35 times more on security guards in the city than elsewhere, said Jason Cunningham, regional vice president for pharmacy and retail operations in California and Hawaii.

“To reduce the possibility for crowding and the potential for exposures in settings where people are not wearing their face coverings, restaurants, breweries, wineries and bars will only be able to offer take-out, drive thru, and delivery services,” the county’s Department of Public Health said in a news release. “Wineries and breweries may continue their retail operations adhering to current protocols. In person dining will not be allowed, at minimum, for the next 3 weeks.”

SAN ANTONIO – Pabst Blue Ribbon has chosen downtown San Antonio over busy Los Angeles for its headquarters.

The San Antonio Economic Development Foundation (SAEDF) confirmed Thursday PBR is moving its headquarters from LA to its Houston Street location.

PBR has operated in San Antonio for years, with about 60 or so employees, according to the SAEDF.

The headquarters are looking to hire up to 25 extra employees in the next few months and is expected to have more than 115 once fully staffed.

Currently, we’re told the company is in the Rand Building and is hiring.

The San Antonio Economic Development Foundation provided us with the following statement.

(Houston Chronicle)  -  Another 870,000 Americans sought new unemployment benefits last week, as the pandemic’s economic impacts continued to spread pain. 

More than 230,000 claims were in California, which now has stopped accepting new applications for two weeks while it revamps a struggling benefits system — a change that is likely to temporarily skew the state’s job-loss numbers.

Besides regular claims, 630,080 people applied for new pandemic benefits for self-employed people, including 99,824 in California, according to data released Thursday by the Department of Labor.

California claims for the week accounted for more than a quarter of the national totals — far beyond the state’s 12% share of the U.S. population, which economists attribute to the state’s early and prolonged shutdown, as well as its heavy reliance on travel and tourism.

California has 1.6 million pending claims that it will not resolve until late January, according to the report, which said the backlog is now growing by 10,000 claims a day.

“EDD has failed the people it serves in almost every imaginable way,” said Assemblymember David Chiu, D-San Francisco, in a statement.

(MSN) - California has embarked on a new tiered plan for reopening businesses that has some crying foul.

Critics say the system doesn't take into account that some businesses can operate safely even in counties with relatively high numbers of COVID-cases. And it hits some businesses harder than others, even when it appears they perform similar services.

"While certain businesses are allowed to open ... many others continue to be greatly limited, hampered or even closed," said San Diego County Supervisor Jim Desmond, who held a news conference on the issue Monday. "The state continues to change the targets and move the goal posts."

Gyms remain closed in the most restrictive category, but smaller operations could operate safely and enforce social distancing, Desmond said. Legoland, classified as a theme park, must stay shut while 30 miles south, SeaWorld San Diego can reopen under the "Zoos and Museums" category. It began hosting its "Zoo Days" last weekend.

Then there is the issue of manicurists, who still can't work indoors, while hair salons can. 

"It makes no sense to us," said Mike Vo, board chairman of the Pro Nails Association, an industry group.

The new guidelines, announced late last week by Gov. Gavin Newsom, create a four-tier, color-coded system based on the rates of coronavirus cases in each of California's 58 counties. 

Counties in most of the state, including metropolitan Los Angeles and part of the San Francisco Bay Area, remain in the most severe category. Counties aren't allowed to move to a less restrictive tier for 21 days, to make sure their COVID-19 case trend isn't worsening.

Visalia Vice Mayor Steve Nelsen said customers should be able to decide whether there is a risk of contracting the coronavirus. 

“As an individual, I can decide whether I feel safe to enter or not,” he said. 

To some, the state's guidelines look arbitrary, unrelated to the degree of risk. Some casinos on tribal land have reopened with precautions such as mask requirements and plastic partitions, while those fully under state or local jurisdiction remain closed.

"I think it's devastating," said Kyle Kirkland, president of the California Gaming Association. "The governor's office looks like they are playing with colors."

Los Angeles still wasn't permitting indoor hair cutting.

"It’s absolutely horrifying," said Dani Lyn, owner of Trim a salon in the Studio City section of Los Angeles. "They allow you to open to cut hair, but not in L.A. County."

But it's a race against time. She said the salon is thousands of dollars behind on rent, and with the state's requirement of 21 days to move to the next category, it's a matter of trying to hang on.

Joe Rogan moving from California to Texas for 'more freedom'

Joe Rogan is moving to Texas in search of "a little bit more freedom."

Rogan announced the news of his relocation from Los Angeles to Texas Friday on his podcast The Joe Rogan Experience.

The move likely comes as little surprise to Rogan's fans, given that the popular comedian and commentator has previously hinted at relocating to the Lone Star State, according to The Hill.

Rogan cited overpopulation, traffic, economic despair and his need for "a little bit more freedom" among the reasons for his decision.

The 52-year-old, who also is a UFC commentator, reportedly stands to save millions of dollars in taxes due to the move.

Rogan signed a deal in May with Spotify for more than $100 million to air his podcast exclusively on the streaming service beginning this September, according to The Wall Street Journal.

While the deal would be subject to a 13.3 percent income tax rate in California, Texas forgoes individual income taxes, resulting in $87 million in tax breaks, Newsweek reported.

Rogan retains ownership and editorial control of The Joe Rogan Experience, which reportedly brought in $30 million in revenue in 2019 on YouTube, according to Newsweek.

Rogan has not revealed where he will be based in Texas.

Purely cosmetic surgeries are still prohibited, Newsom said, but essential non-emergency surgeries like heart valve operations and pre-cancerous tumor removals can resume.

Despite flattening hospitalization rates, California still doesn’t have enough testing capacity to lift its stay-at-home order, Newsom said.

“We have tried to make it crystal clear that there is no light switch,” Newsom said. “There is no date.”

LOS ANGELES -- Adult film actress Riley Reyes was preparing for a "particularly physical" scene last week when she received word of a proposed state measure that would impose strict new rules on her industry.

"I was completely shocked," said Reyes, who is among "hundreds of thousands" of performers the bill initially sought to have fingerprinted, background-checked and mandated into education programs under a new licensing scheme. "It was weird to have to go to work and act sexy and normal after finding out."

Reyes shoots hardcore sex scenes on the storied sets of the San Fernando Valley, long dubbed the "porn capital of the world." She also heads the Adult Performer Advocacy Committee, one of a small number of organized labor and workers' rights groups that meet regularly with lawmakers on industry issues.

None of them knew about Assembly Bill 2389 until after it was introduced. The snub has renewed a bitter fight over who speaks for adult performers in a state where legislators have long sought to assert some control over the industry. 

After a decade of proposed porn czars and failed condom codes, strippers, adult film actors and webcam performers say Sacramento is looking for novel ways to police them.

One industry lawyer called it a "scarlet letter statute."

"It is my goal that the training required by AB 2389 will result in a certification process similar to that of other industries," Assemblywoman Cristina Garcia, a Democrat, wrote in a statement on Feb. 20, two days after she introduced the bill. "For example, the food service industry requires a food handlers training course, in which workers complete a training course and at the end take a quiz. Upon passing the quiz, they are then certified food handlers in this state."

On Thursday, Garcia introduced amendments to scrap fingerprinting requirements and scale back the business license mandate in favor of a certificate program.

But experts said such a scheme "misunderstands how the industry works."

"The industry simply isn't comparable to other jobs which require permitting," Heather Berg, assistant professor of women, gender and sexuality studies at Washington University, wrote in an email. "There is also a long history of sex workers resisting mandated registration with the state."
