(Los Angeles Times)  -  Frustrated by Washington's inaction on immigration issues, California lawmakers are considering a measure to allow work permits for farmworkers living in the country illegally.

A similar effort died three years ago, opposed by immigrant rights groups and the state's powerful labor unions.

The legislation, which is backed by California farmers, sailed through the Assembly in June and is pending in the state Senate, where its prospects are uncertain.

The bill, which sponsor Assemblyman Luis Alejo (D-Watsonville) is quick to differentiate from existing guest worker programs, would create a group to seek authority for the proposed program from the U.S. Department of Homeland Security and the U.S. Department of Justice.

Rather than grant temporary work visas to foreign laborers, as some other programs do, Alejo's proposed program would give permits to individuals already residing in the state without authorization and working in agriculture.

The laborers and immediate family members — spouses and children under 18 or enrolled at an accredited institution — could remain in California without threat of deportation. The workers would have be at least 18, have performed a minimum amount of agricultural labor in the state and pay a fee to help cover administrative costs.

LOS ANGELES — Adult film performers in California could soon be required to wear condoms and goggles to prevent exposure to bodily fluids, and producers would have to pay for medical visits and Hepatitis B treatments, under a new set of safety procedures recently released by the state Occupational Safety and Health Standards Board (Cal/OSHA).

The 21-page proposal, released by the Board on Thursday, outlines new standards for ensuring that porn performers remain safe from sexually transmitted diseases and bloodborne pathogens.

The proposal would require producers to provide condoms and other “barrier protection,” like protective eye gear, to adult film stars.

But the porn industry and its supporters say the new regulations go too far.

“These are regulations designed for medical settings, and are unworkable on an adult film set – or even a Hollywood film set,” Free Speech Coalition CEO Diane Duke said in a statement. “We’ve come to San Diego with ways to amend the regulations, with input from both performers and public health officials, in ways that protect adult film performers without stigmatizing and shutting down an entire industry.”

According to the Los Angeles Daily News, the new regulations are the result of a campaign by the AIDS Healthcare Foundation to ensure safety on adult film sets. In 2009, AHF President Michael Weinstein wrote a letter to Cal/OSHA complaining that California porn production companies were refusing to provide condoms on all adult film sets in California, elevating the risk of disease transmission. To underscore his point, Weinstein mailed 60 DVDs of California-shot porn films that did not use condoms to the regulatory agency along with the letter.

In 2012, AHF and Weinstein were instrumental in the passage of Measure B, regulation that requires condom use on all adult films shot in Los Angeles County. Efforts to pass a statewide condom law failed in an Assembly committee last year, but the organization is already working on measure to be placed on the 2016 ballot.

Five years after he mailed his letter, Weinstein told the Daily News he is “pleased” with the agency’s proposal.

“Getting to this point is a necessary part of the process, and we’re pleased that this has been completed,” he told the paper. “The process is designed to give everybody a say. I think it was conducted fairly.”

But porn industry executives and performers say existing regulations are already adequate to ensure performer safety. Actors and actresses are already required to be tested for STDs every 14 days, and are not allowed to work until receiving a clear report.

“There is already a code of honor between performers [to get tested], because you could kill someone,” actress Anya Ivy told Breitbart News at the Adult Entertainment Expo in Las Vegas earlier this year.

Still others say that increasingly tough regulations in California could force the estimated $7-13 billion adult film industry out of California and into states like Nevada and Florida, where safety standards are more relaxed.

“From a sustainability standpoint, the industry has to move to Las Vegas,” PornCareerBuilder.com’s Michael Wondercub told Breitbart News. “In general, California has higher taxes and a higher cost of living… This is a safe industry if you play by the rules and Nevada just has less regulations.”

A year ago former Texas Governor Rick Perry gleamed from ear-to-ear when he announced that California-based Toyota, headquartered in Torrance, was shifting its entire corporate operations to the Dallas suburb of Grapevine. 

Now this, from the DailyBreeze.com, "Tractor manufacturer Kubota follows Toyota out of Torrance to Texas, taking with it 180 jobs":

Torrance will lose 180 jobs when tractor manufacturer Kubota and its credit arm, a fixture in Southern California for 43 years, becomes the latest Japanese-owned subsidiary to leave the South Bay and move its American headquarters to Texas, the company announced Thursday. 

Much like Toyota, which made a similar announcement last year, Kubota Tractor Corp. and Kubota Credit Corp. are relocating to the Dallas suburb of Grapevine within the next 18 months. Company officials said the move will allow its administrative staff to be closer to its major markets and manufacturing, assembly and distribution facilities in Georgia and Kansas.

(Wall Street Journal)  -  Boeing Co. has started selling off giant equipment from its military-jet plant in Southern California, in an unusual factory auction that will close a chapter in the region’s history as a center of U.S. aerospace manufacturing.

For more than 20 years, the plant has produced the C-17 Globemaster III, a military transport jet capable of carrying 82 tons. But Boeing is ending production at its plant in Long Beach, Calif., because of a lack of international orders after the U.S. Air Force stopped buying the plane.

The C-17 is the last big jet still assembled in Southern California, whose aerospace industry dates back more than a century and, at the height of the Cold War, was home to 15 of the 25 biggest U.S. aerospace companies, according to the Los Angeles County Economic Development Corp., a regional business group.

Many of those companies have merged or moved, although the area also has drawn big new names, including Elon Musk’s rocket venture Space Exploration Technologies Corp., and in 2012 still accounted for about a fifth of U.S. aerospace-industry revenue, according to consultants A.T. Kearney. Boeing also has moved some product support jobs to Long Beach as it scales back manufacturing.

Boeing plans to close its Long Beach plant this year and has tapped Heritage Global Partners Inc. to sell off the machines that make the Globemaster’s wings—which span 170 feet—its 174-foot-long fuselage and other parts.

Boeing’s Long Beach facility, which sits just south of Los Angeles, dates to 1941 when it was opened by the Douglas Aircraft Co. The plant, whose production area covers approximately 25 acres, has built planes including the B-17 bomber and MD-80 jetliner in addition to the C-17. Boeing took ownership in 1997 when it acquired McDonnell Douglas Corp.

Chicago-based Boeing has delivered 267 C-17s, about 80% to the U.S. Air Force, with the rest to international customers including Australia and India. The company announced plans in September 2013 to cease production amid shrinking defense spending world-wide.

Boeing said when it announced plans to end the C-17 that it expected to book a charge of less than $100 million, and would have to eliminate 3,000 positions connected with the program, including about 2,200 in California. A spokeswoman said Boeing has moved some of those people to other sites, and that retirements also have helped mitigate layoffs.

California's high housing costs drive out poor, middle-income workers

Nearly three-quarters of those who left California for other states since 2007 earn less than $50,000 a year.

(Los Angeles Times)  -  California's high cost of living has pushed hundreds of thousands of low- and middle-income workers to other states, federal data show.

The trend points to a challenge for the state's economy: how to attract workers of moderate means to some of the nation's most expensive housing markets.

The state overall has been losing people to other parts of the country since the 1990s. A snapshot of more recent U.S. Census migration numbers shows that nearly three-quarters of those who have left California for other states since 2007 earn less than $50,000 a year.

Experts point to the state's increasingly unaffordable real estate markets as a major driver of the trends. More than half of the nation's 50 most expensive residential real estate markets are in California, according to Coldwell Banker's Home Listing Report, including nine of the top 10.

"It's getting harder and harder for the middle-class Californian to buy a home," said Jordan Levine, director of economic research at Los Angeles' Beacon Economics, who points to the migration trends as a major hurdle for the state's future economic growth. "People just keep looking for ways to maximize that residential dollar. That attracts people to inland areas of the state and to other states."

Those moving to California tend to have higher incomes. About 35% of working-age people moving in make more than $50,000 annually, compared with 27% of those moving out.

The disparity gets progressively pronounced at the lower end of the income scale.

For those making $40,000 to $49,999, for instance, the net loss of population is 15,403 residents since 2007. The loss is 22,754 residents in the $30,000 to $39,999 range, then more than doubles to 46,318 residents in the $20,000 to $29,999 range.

"Housing prices are a primary factor, because that's usually the first thing you deal with when you're moving," said Dowell Myers, a professor of demography and urban planning at USC.

"Rents are going up very rapidly, as well as housing prices," said Hans Johnson, a migration expert who is a senior fellow at the Public Policy Institute of California. "The economy is booming, but how do you supply housing for the workers who aren't commanding high incomes yet are still in demand?"

Democrat bill would require retailers, restaurants to pay their employees double on holidays

- - - It is not a "holiday" when you are forced to work.  Consumerism and money worship has taken over society.

Californians working through the holidays could get heftier paychecks under legislation that would mandate double pay for Thanksgiving and Christmas shifts.

As more and more retailers and restaurants remain open on what have historically been off days, said Assemblywoman Lorena Gonzalez, D-San Diego, workers deserve to earn extra. She plans to unveil a bill that would require additional pay, a policy she settled on in lieu of seeking to bar stores outright from opening on the holidays.

“I’ve watched how the retailers and restaurateurs continue to expand their hours and open up on these holidays that are traditionally family holidays,” Gonzalez said. “What people are being called in to do now is a real slap in the face of family values, frankly,” reports the Sacramento Bee.

Certain industries require some employees to work 365 days a year, Gonzalez noted, recounting how her mother worked as a nurse and would sometimes be called in on holidays. But she draws a distinction between indispensable services like police departments or hospitals and other businesses.

“This is not life and death,” Gonzalez said. “This is consumerism.”

It won’t be Gonzalez’s first foray into expanding workers’ benefits. Last year she successfully pushed through landmark legislation guaranteeing California workers up to three days a year of paid sick leave, garnering enough votes despite a carve-out exempting some workers that angered a prominent union and threatened to split the Democratic caucus.

The California Chamber of Commerce opposed the paid sick-leave bill, although the influential business group did remove a “job killer” tag it had affixed to the legislation. The chamber declined to comment on the forthcoming holiday pay bill since no legislation has not been introduced.

One large retailer that would be affected, Wal-Mart Stores Inc., closes its stores on Christmas but has stayed open on Thanksgiving for more than two decades, according to spokeswoman Brooke Buchanan. She said employees who work on Thanksgiving essentially receive double pay already.

“It equals out to be an extra day’s pay,” Buchanan said.

Union drives 300 jobs out of California town

A Democrat Union Strikes Again

Even light rail jobs (the darling of Democrats) have 

been driven out of the People's Republic.

The California city of Palmdale in Los Angeles County was ready to roll out the red carpet this summer when a Japanese company agreed to build a $60 million factory on a city-owned, vacant parcel on the southwest side of town -- but now the company is taking its project out of state and critics say union greed is to blame. 

As many as 300 people were slated to work at the 400,000-square-foot plant, painting and wiring light rail cars under a huge contract with the Los Angeles Metropolitan Transportation Authority. It was a coup for Palmdale Mayor Jim Ledford, and a plan that seemed to suit Kinkisharyo International, which last year moved its U.S. headquarters from Boston to El Segundo, Calif. 

"I believe this is just the beginning of a manufacturing renaissance here in the Antelope Valley,” crowed Ledford in June reports Fox News.

“We’ve been waiting for this day for a long time,” added Palmdale Economic Development Director Dave Walter. “So many people and organizations played huge roles in making this a reality."

But a newly formed environmental group -- which critics say is a front for a local union -- had other ideas.

The "Antelope Valley Residents for Responsible Development," a group backed by the International Brotherhood Workers Union Local 11, produced a 588-page appeal claiming that construction of the proposed factory would violate state environmental laws, by, among other things, kicking up spores. What the union really wanted, according to Kinkisharyo officials, was clearance to organize the plant without any interference from the company. When Kinkisharyo officials balked, the project suddenly became a potential environmental hazard.

“They are using California’s environmental laws as a pretense to put leverage on the company to get what they want,” Kinkisharyo spokesman Coby King told FoxNews.com. “It’s unfortunate when groups that don’t care about the well-being of the environment use the laws to delay, and even kill, good business development.”

Kinkisharyo, the El Segundo-based U.S. subsidiary of Kinki Sharyo Co., is currently assembling 78 light rail cars for Metro, with delivery of the first car expected this month. The company has exercised an option to build an additional 97 cars under a 10-year, $891 million contract with the MTA. For now, the company is doing the work from a hangar in Palmdale. But after delays the company has said have cost it $2 million, Kinkisharyo is looking out of state for a site to build its plant.

“The company is disappointed," King said. "They would have liked to stay in Palmdale.”

L.A. forces large hotels to raise worker pay

Workers at big hotels in Democrat run Los Angeles have won one of the highest minimum wages in the United States after a campaign by unions and civil rights groups.
The city council voted on Wednesday night to establish a minimum hourly wage of $15.37 for employees of hotels with more than 125 rooms, a decision expected to boost campaigns for better wages in other industries and cities.

Hotel workers in yellow T-shirts packed city hall and cheered as the council voted 12 to 3 for the ordnance, delivering a potentially landmark victory for the living wage movement and a defeat to business groups who warned of job losses reports The Guardian.

“We’re thrilled that the city has passed such a historic ordnance,” said Ruth Dawson, a staff attorney and reproductive justice fellow at the American Civil Liberties Union of South California, which was part of the coalition lobbying for the measure.

Most of the affected workers – estimated to range in number from 5,300 to 13,500 – were women and many were mothers, so a living wage meant reproductive justice as well as economic, said Dawson. “We hope this decision will extend far beyond LA as an example.”

The city council’s decision followed nation-wide momentum this year to alleviate so-called poverty wages. Eleven state legislatures approved minimum-wage increases. President Barack Obama lobbied to raise the federal minimum wage from $7.25 to $10.10. Seattle voted for a gradual rollout of a $15 overall minimum wage. Eric Garcetti, LA’s mayor, wants to raise the city’s overall minimum wage to $13.25 by 2017.

A coalition of neighbourhood councils, advocacy groups and unions such as Unite convinced LA’s city council that workers at dozens of big hotels merited special attention. It cited research suggesting the wage increase would boost the local economy and allow parents, some of whom do two jobs to make ends meet, spend more time with their children.

Opponents said city hall ignored two other reports which warned of job losses. “Today a whole bunch of people in the hotel industry lost their jobs; they just don’t know it yet,” Ruben Gonzalez, of LA’s chamber of commerce, told the LA Times.

Christopher Thornberg, a partner of Beacon Economics, which produced one of the two critical studies, said hotels around LA’s international airport shed 10% of their jobs in the six years after city hall mandated a pay rise for the area’s workers in 2007. Hotels in the rest of LA county, in contrast, gained 10% more jobs in the same period, he said.

A report released Wednesday by researchers at USC found that illegal aliens here in the People's Republic of California make up nearly 10% of the state's workforce.

The study, which was conducted in conjunction with the California Immigrant Policy Center, was based on census data and other statistics, including data from the Department of Labor and the Department of Homeland Security reports the Los Angeles Times.

USC sociology professor Manuel Pastor, who worked on the report, said it shows how integrated immigrants are into daily life in California.

 

"It's a population deeply embedded in the labor market, neighborhoods and social fabric of the state," said Pastor, who is a co-director of USC's Center for the Study of Immigrant Integration.

Advocates for more inclusive immigration policy say the economic contributions of immigrants are another reason they should be allowed to stay.

“Every one of California’s immigrants helps shape our state’s economic and civic vitality,” said Reshma Shamasunder, director of the California Immigrant Policy Center. She said President Obama should take immediate action to limit deportations and “honor these contributions and advance economic prosperity.”

But those who call for stricter enforcement of existing immigration laws say assessments of immigrants' share of the GDP does not account for the large cost governments incur in providing schools and other services to illegal aliens here illegally.

Steven Camarot, of the Center for Immigration Studies, which favors stricter restrictions on immigration, also said that bigger economies are not necessarily better.

"A bigger economy doesn't mean the people are richer," he said.

It found that of the 4.4 million immigrants living in the greater Los Angeles region, 1.1 million are here without permission.

California lost Tesla factory to Nevada

California’s campaign to land Tesla Motors Inc.’s 6,500-employee battery factory has failed, with northern Nevada emerging Wednesday as the apparent destination.

The Associated Press and other media, quoting anonymous sources, said Tesla has chosen a site near Reno for its much-coveted $5 billion “Gigafactory,” capping a multi-state beauty contest that dragged on for months.

Tesla and Nevada Republican Gov. Brian Sandoval confirmed that a “major economic development announcement” would be made Thursday at the state Capitol in Carson City. “We continue to work with the state of Nevada and we look forward to joining the governor and legislative leaders (Thursday) in Carson City,” Tesla spokeswoman Liz Jarvis-Shean said in an email to The Sacramento Bee.

The disclosure came a little more than a month after Tesla acknowledged that it broke ground earlier this summer at an industrial park a few miles east of Reno. The developer of the park, Lance Gilman, told The Bee in an email that he plans to attend the announcement in Carson City.

Tesla insisted a month ago that it hadn’t finalized a decision regarding the Reno site. Elon Musk, chief executive of the Palo Alto electric-car manufacturer, said then that the company would continue to evaluate other locations and might break ground at multiple spots before reaching a conclusion.

An anonymous source told AP on Wednesday that Tesla still plans to prepare another site for construction – either as a backup in case Nevada falls through, or as a second factory. Jarvis-Shean told The Bee that “discussions with other states in the process are ongoing.”

Officials in the Reno area were careful not to start celebrating. “There’s no news until the press conference,” said Mike Kazmierski of the Economic Development Authority of Western Nevada. “Other than that, I think everybody’s pretty excited.”

Officials throughout California were left disappointed. Gov. Jerry Brown had made Tesla a priority, and the Legislature considered a package of regulatory and financial incentives for the battery factory. However, California lawmakers adjourned over Labor Day weekend without acting on the bill.

The bill’s co-author, Sen. Ted Gaines, R-Roseville, said legislators were considering a streamlining of the California Environmental Quality Act, plus assorted investment-tax and job-training tax credits.

Tesla, he said, was making additional demands “that I think were beyond what California could do.”

Hollywood’s big-budget blockbuster movies have often been filmed overseas, particularly in England because of the tax incentives offered. Now television is following suit and more US series than ever before are filming outside North America. Why?

US TV networks are increasingly drawn by accommodating tax breaks, the easy availability of professional crews and the novelty of fresh scenery and different landscapes. This combination has greatly increased the attraction of shooting their shows overseas.
 

Smaller nations such as Sri Lanka have begun offering tax incentives, and others such as New Zealand have improved their own production infrastructures to make them state-of-the-art. Iceland recently lured the HBO series Game of Thrones as well as the feature films Noah and Prometheus.

 

In Japan, government and film industry officials are considering an incentive programme that would bring them in line with the more than 30 foreign countries trying to lure US TV series reports the UK Telegraph.
 

Even shows which are specifically set in California, such as the Fox TV series Alcatraz, have gone abroad. Alcatraz, whose story begins in the infamous prison in the San Franciso Bay, is in fact filmed in Vancouver, where now-cancelled series such as The X-Files were filmed in the past.

Joe Chianese, executive VP at showbusiness payroll giant Entertainment Partners Financial Solutions, says: “The US manufacturing industry has basically been lost to overseas and now we’re looking at the same sort of situation with the TV and film industry.

"You can't blame film-makers for taking their business elsewhere. They're taking their work overseas for the same reasons manufacturers are: it's cheaper."

There are drawbacks to filming in locations far from Hollywood, however. Cast and crew members have to change their lives and relocate to foreign locales for months at a time. Writers and Los Angeles-based executives have to deal with unfamiliar time differences.

Parks and Recreation filmed several episodes in London for tax reasons.

Here are some of the American TV series which have recently, or are currently, filming abroad:
 
NORTHERN IRELAND
Game of Thrones has been shooting there for four years because of varied terrains – rolling hills, mountains, rocks and castles. And of course, UK tax incentives. 

CROATIA
Game of Thrones' Second Unit has been filming there regularly because of the scenery, medieval architecture and rebates. 

ICELAND
Game of Thrones is also filming some episodes in Iceland this year, primarily for the country’s dramatically rugged coastline and scenery. “We’re fortunate now to have rebates from the UK, Croatia and Iceland,” says the series executive producer Bernie Caulfield. “Productions on our scale need these incentives to survive.”

SPAIN
Game of Thrones will film portions of its new season there despite the fact the country offers no financial incentives. “But,” says Caulfield, “they have been great at working with us to find alternate avenues of cost cutting.”

Homeland. The new series of the popular espionage drama, which
stars Claire Danes, has relocated to South Africa.

ENGLAND
Parks and Recreation filmed several episodes in London for tax reasons and to give the storyline a boost, allowing the characters to meet a British lord and film outside Buckingham Palace. Elementary filmed episodes in England for a storyline in which Sherlock Holmes (Jonny Lee Miller) and Joan (Lucy Liu) go to London to find missing Scotland Yard Inspector Lestrade. They also come in contact with MI6 and Sherlock meets up with his brother Mycroft who has moved into 221 B Baker Street. 24: Live Another Day. The entire series was filmed in London, accumulating rebates and giving a new location and twist to Jack Bauer’s adventures. 

IRELAND
The horror romp Penny Dreadful films in Ireland for its second season, as does Vikings, now starting its third season. For both series the advantages are the scenery, crews and tax incentives. 

SOUTH AFRICA
Homeland. The new series of the popular espionage drama, which stars Claire Danes, has relocated to South Africa, which is standing in for Kabul and Islamabad. 

ISRAEL
The Middle East drama Tyrant, which is set in the fictional country of Abbudin, began filming in Israel which meant avoiding the need to re-create exotic locations from scratch. Producers estimate they saved at least £500,000 an episode by not having to build the lavish sets essential for the story. The series was eventually forced to move to Turkey because of political unrest. 

COLOMBIA
Narcos, the new series based on the life of drug kingpin Pablo Escobar, is filming in his native country because the producers believe authenticity has to be on the screen. “We not going to make the life of Pablo Escobar anywhere but Colombia,” says producer Ted Sarandos. 

SCOTLAND
The new science-fiction/romance series Outlander is shooting in Scotland to capture the setting of the popular Outlander book series by Diana Gabaldon on which it is based, and also to reap the benefits of tax incentives. 

AUSTRALIA
Modern Family filmed an episode Down Under last season for a storyline involving jellyfish and a kangaroo.

The TNT show Falling Skies was filmed in British Columbia.
