With unemployment increasing in California even the Left-wing loons in Sacramento have moved to help business grow, create jobs and increase taxes to the treasury.

The Democrat run Sacramento City Council eased the city's restrictions of big-box superstores Tuesday night following a contentious two-hour debate that pitted some of the region's top business interests against influential labor leaders.

By a 6-2 vote, the council erased most of a 2006 ordinance that required superstore chains to conduct wage and benefit studies of nearby businesses before being permitted to build new facilities.

Complex economic impact studies will also be waived for stores seeking to expand, or open in "food deserts" or some major planned developments reports the Sacramento Bee.

In Sacramento, unemployment rose to 8.9 percent from 8.4 percent in June reports the Fresno Bee.

The City Council chambers were packed for the hearing, with those who opposed easing the restrictions outnumbering those who advocated for easing the restrictions by a 2-1 margin.

Labor leaders, small business representatives and neighborhood activists urged the council to keep the 2006 ordinance in place. Many of those speakers were greeted with applause by members of the audience after speaking.

Building trades group and business organizations led the push to ease the restrictions.

People fall in love and sometimes break up.  Bad breakups can produce all kinds of painful and unhealthy fallout: severing relationships with friends, dividing your mingled possessions, seeking solace in alcohol, putting nude pictures and videos of your ex on the Internet.

Commonly referred to as "revenge porn," the practice of posting or disseminating lascivious images and footage without someone's consent has captured politician's vote pandering imagination and the California Senate has passed a bill penalizing those involved.

The legislation, authored by Sen. Anthony Cannella, R-Ceres, and backed by organizations like the California Partnership to End Domestic Violence and the California Sheriffs' Association, makes revenge porn a misdemeanor punishable by a fine or jail time.

Yeah, let's put people in prison for posting photos that the other party voluntarily posed for.

Cannella floated Senate Bill 255 after being approached by a constituent dismayed that an ex had shared photos that "were intimate in nature," reports the Sacramento Bee.

"That was the initial exposure," Cannella said (no pun intended).

In looking for a way to attract votes Cannella claims he did some research and discovered that not only is cyber revenge more widespread than he realized, it's also not illegal. Someone whose privacy has been violated can seek redress in civil court, but Cannella wants them in jail.

The pandering hacks look down on women and think females are weak and helpless and cannot go to civil court.  So let's jump up a private dispute to the criminal level and have government prosecutors put people in jail for private quarrels.

A single senator voted against the bill. Sen. Leland Yee, D-San Francisco, said he rejected the measure -- also opposed by the American Civil Liberties Union -- because he feared it would undermine First Amendment freedoms.

"While I appreciate the intent of this legislation, I feel it was too broadly drawn and could potentially be used inappropriately to censor free speech," Yee said in a statement.

Unemployment increased in California and Sacramento last month, state officials said today.

The statewide unemployment rate jumped two-tenths of a percent, to 8.7 percent, even though employers added 38,100 jobs during July.

In Sacramento, unemployment rose to 8.9 percent from 8.4 percent in June reports the Fresno Bee.


The region lost 13,500 jobs. The biggest cutback was in local government, 10,900 jobs, which was described as a seasonal event.

Private education also shed 700 jobs.

There were some quirks in the data: Construction lost 500 jobs despite evidence that that housing market is picking up momentum.

Assemblywoman Diane Harkey, a Republican from Dana Point who expects to run for the state Board of Equalization next year, added a note of caution.

Not only did the unemployment rate increase, but state tax revenues fell $266 million below the state Department of Finance's forecast for July, the first month of the fiscal year. Democrats who control the state Legislature have been lobbying to increase spending on social programs, but Harkey supported the conservative approach adopted by Democratic Gov. Jerry Brown, reports KPCC.
   
She said consumers and business owners may be reacting to temporary income and sales tax increases sought by Brown and approved by voters last year, and to uncertainty over the looming potential costs of the federal Affordable Care Act.

"Whenever you make huge changes, that can affect the bottom line," said Harkey, vice chairwoman of the Assembly Appropriations Committee. "You're going to cut back on employing people and do with what you have. I think all of these things are starting to hit home."

Fruitcake California Governor Jerry Brown has signed into law an insane bill guaranteeing the rights of transgender students to use the bathroom and join the team of their choice.

I can see it now.  A six foot, hairy, 180 pound "transvestite" male playing on female high school sports team and allowed to use the girl's locker room.  It is now against the law to oppose it.

Insane "advocates" praised Brown's action as an important victory "for a whole movement," the Sacramento Bee reported Tuesday.

While state law already protected transgender students from discrimination, the bill's sponsor, nutcase Democratic Assemblyman Tom Ammiano, said the bill clarifies students can't be barred from settings that are uniquely single sex, such as a men's basketball team or a women's locker room reports UPI News.

"The governor's signature represents an important victory, not just for my bill, but for a whole movement for the rights of transgender people," Ammiano said in a statement.

He noted in hearings on the bill, children testified passage of the law would mean "they no longer must hide who they are, nor be treated as someone other than who they are."

Republican Assemblyman Curt Hagman said he was "very disappointed" by Brown's signing of the bill, which had passed on a party-line vote.

Hagman charged the law "greatly compromised the privacy and rights of students throughout California."

Opponents of the measure had charged the bill would undermine parental choice and give prankster students a titillating peak inside locker rooms and bathrooms of the opposite sex.

Antiwar activist Cindy Sheehan plans to run next year for California governor, according to state Peace and Freedom Party officials.

Sheehan won the endorsement of the party's state central committee and is expected to announce her candidacy or the formation of an exploratory committee "probably in a couple of weeks," C.T. Weber, a member of the state party's executive committee.

A statement on a Peace and Freedom Party website quoted Sheehan as saying she wants to run for governor "primarily because I believe that California should be leading the nation in peace, education, health care, sustainable/renewable energy and democracy," reports the Sacramento Bee.

Sheehan, 56, gained notoriety for protesting outside President George W. Bush's Texas ranch after her son, Casey, was killed in Iraq in 2004. She made a failed bid for vice president last year alongside Roseanne Barr as the Peace and Freedom Party's candidates.

Running as an independent against U.S. Rep. Nancy Pelosi in 2008, Sheehan came in second with about 16 percent of the vote, finishing ahead of the Republican in the race.

Her gubernatorial prospects may be long. The incumbent, Democrat Jerry Brown, has raised more than $10 million for his re-election campaign. The Peace and Freedom Party's last gubernatorial candidate, Carlos Alvarez, received just less than 1 percent of the vote in 2010.

Because of her notoriety, Sheehan should do better than that, Weber said. Asked if he thought she has a chance of defeating Brown, he said, "I would really appreciate it if she did."

There are two possible reasons to overpay a key government worker:

1. The city council is made up of fucking idiots.  or
2. It is hush money (like the corrupt, overpaid city of Bell employees) to make sure the city manager does not make waves and allows the powers that be a free hand with the city treasury.

Santa Ana has hired away Phoenix's city manager and has agreed to an annual salary and benefits package of more than half a million dollars, instantly making him one of the highest paid city employees in California.

David Cavazos, a longtime Phoenix employee who rose through the ranks from intern to city manager during his 26-year tenure, would have a total compensation package of $558,625 in his first year in Santa Ana.


Only the city manager in tiny Indian Wells is listed as having a higher salary and benefits package at $677,172, according to the state controller's office, which most recently released data for 2011. That paycheck included a severance payout to the city manager, who was stepping down reports the Los Angeles Times.

Here is what stinks.  In Santa Ana (population 330,000), Cavazos will earn $558,625.  As the chief executive in Phoenix, which has a population of 1.47 million, his base salary was $317,000.  Vastly more money for a much, much smaller city.

With benefits, the city expects to pay Cavazos $558,625 in the first year of his contract, with the figure dropping to $515,000 in his second and third year, according to a report prepared for the City Council.

Among the benefits Cavazos will receive are $36,000 for housing in the first year and $24,000 per year after that. In addition, he will receive $7,500 in moving expenses, several sick and vacation days, and insurance benefits.

Phoenix officials gave Cavazos a $78,000 pay raise late last year, boosting his base salary to $315,000. The raise sparked controversy there.

A corrupt report released Monday says building massive tunnels in the Delta to move water to Southern California farms and homes would create jobs.

SHOCK - A report written by Jerry Brown's own agency praises the wisdom of Jerry Brown.  Fuck Brown.  This grossly overpriced tunnel is a massive payoff to the labor unions and business interests that finance campaigns for both parties in California.  That is one reason the GOP is silent or supportive.

The report, mostly favorable to the idea of building the twin tunnels, was released by the California Natural Resources Agency, which is part of Gov. Jerry Brown's administration.

Opponents of the plan remained unconvinced Monday reports KCRA News.

 

"The large, subsidized, corporate water interests, they would get most of the water," said Bob Wright, an attorney with Friends of the River, an organization that has consistently spoken against the plan. "So, there would be subsidies all over the place here, taxpayers getting the shaft, urban and suburban ratepayers in Southern California getting the shaft."

"The water would be sludgy -- and a concern is salt water from the Bay would get in here and destroy our habitat," Dove said.

 

So, dozens of people chartered a bus to attend the meeting of the Bay Delta Conservation Plan in Sacramento.

"We are getting on (a) bus because this is the only way to save the Delta and our community. We have to stop the tunnels," said Jan McCleery, from the California Delta Alliance.

"The farmers here need fresh water for irrigation, and if we get salt water, it will ruin the crops," Discovery Bay resident Arnold Plonczak said.

Four Democrat liberals on the U.S. Supreme Court were joined by two "Conservative" Republicans and refused Friday to let California delay the release of thousands of inmates from state prisons to relieve crowding.

In an act of total insanity the Court ignored the 10th Amendment of the Bill of Rights and ordered the release into the public of tens of thousands of violent criminals.

In June, a lower court ordered California to release about 10,000 inmates — nearly 8 percent of all state prisoners — by the end of the year to improve to improve medical and mental health treatment. Gov. Jerry Brown last month asked the Supreme Court to delay the order, arguing that it would jeopardize public safety.

Brown also blasted the decision Friday, saying, "California must now release upon the public nearly 10,000 inmates convicted of serious crimes, about 1,000 for every city larger than Santa Ana," reports US News NBC.

The legal issue was Brown's request for a stay of a ruling by a three-judge panel of the U.S. District Court for Northern California ordering the state to release about 9,600 inmates in the short term as part of larger proceedings requiring it to reduce its prison population by about 30,000.

The panel's demands, Brown has argued repeatedly, create a serious public safety threat. The state had asked the high court to put the panel's order on hold while an appeal goes forward.

But the Supreme Court was not persuaded. The majority denied Brown's request for a stay without comment.

Justice Antonin Scalia wrote a sharply worded dissent, which Justice Clarence Thomas joined. Justice Samuel Alito also dissented, but he did not join Scalia.

Scalia wrote that he does not believe the federal courts have the authority to order California to remove thousands of inmates from its prison system.

"California must now release upon the public nearly 10,000 inmates convicted of serious crimes — about 1,000 for every city larger than Santa Ana," he wrote. The order, he wrote, goes "beyond the power of the courts."

The Kern County District Attorney's office has launched an investigation into reports that get-out-the-vote workers supporting Kern County Supervisor Leticia Perez in the 16th Senate District race offered to take ballots from voters and deliver them.

Assistant District Attorney Scott Spielman said the Kern County Elections Department forwarded a complaint to his office.

"We are in the midst of an investigation," he said.

He said he could not talk about the details of the ongoing inquiry.

California Elections Code allows only family members who live with a voter to deliver a ballot to the polls on his or her behalf.

Perez, a Democrat who lost the July 23 election to Hanford Republican Andy Vidak, said she was not aware of the allegations that some of her supporters violated the law.

"Our campaign was very clear not to take ballots," she wrote in a text message. "We will see the results of the investigation."

A number of labor and state Democratic organizations operated get-out-the-vote efforts independent of the Perez campaign.

Kern County Deputy Registrar of Voters Karen Rhea said her office brought outside complaints to the district attorney.

"We have received some complaints from voters who have been contacted by campaign workers requesting to return their vote-by-mail ballots for them," Rhea said. "We have reported the complaints to the District Attorney's office and the Secretary of State's office."

Ricardo Moreno of Shafter told The Californian he was so incensed when his wife told him about her experience with Perez supporters that he called the Elections Division to complain.

"Even though I wasn't supporting (Perez), I was hoping things would be clean," he said.

His wife and sister-in-law were visiting family in Wasco, he said, when a canvasser knocked on the door and asked for a woman who lived there.

Moreno said the worker was persistent, asking if the woman -- a vote-by-mail voter -- had received her ballot, whether she'd voted and when she planned to do so.

He said the woman tried to put the worker off and "told her she hadn't received her ballot."

The worker, Moreno said, told the woman that they would be glad to come back and pick up the ballot when it did arrive.

The voter tried to tell the woman not to bother, he said.

"The campaign worker said, 'There (will be) a lot more people coming back for your ballot,'" Moreno said.

Doug Curlee, a San Diego reporter, admits in a Monday editorial in a Monday editorial that "San Diego news media reporters, editors, producers and writers pretty much knew who and what Bob Filner is and has been." But except for talking about it over drinks, "we did nothing about it."

Worst of all, Curlee claims that the rumors around Filner were "incessant," but no one bothered to confirm them, choosing instead to accept denials.

Curlee lists a few reasons for "why we had the chance—many chances over the years—to dig into the Filner story and find much of this out," and didn't reports Breitbart News.

Was it because Filner had established himself as a Democratic power here—for a long time, the only Democratic power here?

 

Was it because he had built his electoral power base generally south of Interstate 8, among the “minority” communities of African-Americans, Latinos, and Filipinos?

 

Was it because Filner totally controlled the votes and campaign funds of large and ever-growing organized labor groups, the unions?

 

Was it because economic pressure was brought to bear on TV station ownerships or newspaper ownerships, all of whom depend on advertising dollars as their prime source of revenue?

 

Naturally, the real reason is not listed there, which is why this kind of thing will happen again and again.

If Filner were a Republican, does anyone doubt he would not have gotten away with this for as long he did? And not just with the local media, but also with the national media?

Of course not.

If Curlee is truly interested in doing some soul searching, he should add this to his list:

Was it because those of us in the media can never bring ourselves to cover Democrats with the same energy, skepticism, and zeal that we do Republicans?

But the number of reporters capable of facing that truth are few and far between.
